If it's not a WAV file, download the free audio software Audacity and convert it by opening your audio file through Audacity > File > Export > Export as WAV. Once you have an audio file downloaded, make sure it's a WAV file with a 44100, 22050, or 11025 Hz sample rate. You should be in the folder location tf/custom/EXAMPLE FOLDER/sound/ui. Go into EXAMPLE FOLDER and create a "sound" folder, then open that and create a "ui" folder.
